Saurabh Van Vihar
Saurabh Van Vihar is a beautiful nature park and picnic spot in Palampur, Himachal Pradesh. It’s a peaceful memorial dedicated to Captain Saurabh Kalia, an Indian Army officer from Palampur who became a martyr during the 1999 Kargil War. The park is maintained by the Himachal Pradesh Forest Department and sits on the banks of the snow-fed Neugal Khad (Neugal stream) in the foothills of the Dhauladhar mountains.
Who was Captain Saurabh Kalia?
- Born on 29 June 1976 in Palampur.
- He studied at D.A.V. Public School, Palampur, and graduated with a BSc (Medical) from Himachal Pradesh Agricultural University in 1997.
- He joined the Indian Army through the Combined Defence Services (CDS) and was commissioned into the 4 Jat Regiment.
- On 15 May 1999, while leading a patrol at Bajrang Post in the Kargil sector, Captain Kalia and five soldiers were captured by Pakistani forces.
- They were held in captivity for about 22 days (until around 7 June 1999) and subjected to brutal torture. Their mutilated bodies were later handed over to India.
- Captain Kalia was just 22 years old when he made the supreme sacrifice. He is remembered as one of the earliest officers to lay down his life in the Kargil conflict.
The Memorial Park
- In his honour, the Himachal Pradesh Forest Department developed Saurabh Van Vihar on the banks of the Neugal Khad (a snow-fed stream), about 4 km from Palampur town.
- The park spreads over ~35 acres of forested land with pine trees, walking trails, and a man-made lake created by diverting water from the Neugal stream.
- It serves dual purposes: as a memorial to Captain Kalia’s bravery and as a nature conservation and eco-tourism spot to promote environmental awareness.
- A statue of Captain Saurabh Kalia has also been installed in the park and in his hometown area (now called Saurabh Nagar).
The park was developed in the early 2000s (some references mention around 2005 as a key phase for eco-tourism focus). It faced challenges like local opposition during construction due to its location near the river and severe damage from floods in later years (notably around 2018–2020), after which it was restored and reopened for visitors.
Today, Saurabh Van Vihar stands as a peaceful place where people come to remember Captain Kalia’s courage while enjoying nature — boating on the lake, walking amid the trees, and viewing the Dhauladhar mountains. It inspires visitors to value sacrifice for the nation and the importance of protecting the environment.

- Location: About 4 km from Palampur town centre (near Bundla Kandi Road / Kwat village). Very easy to reach by car, taxi, or local bus from Palampur.
- Area: Spread over ~35 acres of wooded land with pine trees, walking paths, and a man-made lake created by diverting water from the Neugal Khad.
- Timings: 9:30 AM – 6:30 PM (open all days; best to visit before evening as it gets dark early in the hills).
- Entry Fee: ₹20 per adult (₹10 for children in some reports). Cash only at the gate.
