E-Governance   -  PEHAL

E-governance or electronic governance may be defined as delivery of services and information to the public using information technology (IT). Use of IT in government facilitates  efficient, speedy and transparent process for dissemination of information to the public. In an attempt to promote procedural simplicity, speed and convenience and facilitate e-governance.

Setting up of e-Governance Centre

Sh. Prabodh Saxena, IAS,   Deputy Commissioner Kangra with the active support of NIC  has set up an e-Governance Centre within the premises of the Collectorate at  Dharamshala.

The Centre, the first of its kind in HP, showcases several e-governance applications.  Following activities have been covered in the e-governance centre.

1.      Vehicle Registration.

2.      Driving License

3.      Registration of Land Deeds.

4.      Arms License.

5.      Cash counter.

6.      Passport Form Collection Counter

Objective:

The e-Governance Centre has been established with the following objectives.

    • Transparency in the working of the Government;
    • To ensure greater efficiency, objectivity, accountability and speed in providing services and information to the public.
    • To provide cost effective service and quality of the same.
    • To provide single window for all Govt. Services at District Level.
    • Responsive Administration.
    • To provide a friendly, speedier and efficient interface.
    • To eliminate the middlemen

Driving License Software:

All driving licences issued by the MLO Dharamshala shall be generated through this software.

The System has been developed with following objectives:

    1. Provide the user with an error free driving license in the form of a laminated card which is indestructible and convenient to carry.
    2. To reduce delivery time.
    3. To eliminate forgery, as applicant will have to be personally present for his digital photograph and signatures. This also eliminates the involvement of middlemen.
    4. The database created after the computerization facilitates the query by License Number, Name, Date of Birth, Blood Group etc.
    5. The information required by Police and Insurance companies will be available at the shortest time possible.
    6. Easy and systematic maintenance of records.

Himachal Registration Information System (HIMRIS):

    • Lack of transparency in valuation of properties and calculations of stamp duty & registration.
    • The system is not user-friendly to fulfill the desires of public
    • Delays in providing the services & office record maintenance.

Himachal Registration Information System [HIMRIS] has been developed with objective of providing Single Windows Services, timely registration, Transparent & reliable transactions. It will be a tool to monitor the revenue generated out of registration. This software developed by National Informatics Centre (NIC).

Following are the objectives, kept in mind while designing the system:

    • To bring transparency in the registration process.
    • To simplify registration procedures.
    • To provide one-stop services related to registration
    • To generate MIS reports for monitoring
    • To enhance speed, reliability and consistency of system
    • On-line query of registered deeds
    • Structuring/standardizing the language of deed documents to remove intermediaries
    • To maintain database of photographs to ensure genuine witnesses, executants & claimants.
    • Generation of reports for the purpose of auditing.
    • Maintenance of permanent record of deeds on CD-ROMs.

Arms Licensing Information System (ALIS)

All forms of arms licenses issued in the district including renewals shall be generated through this system. The ALIS has been developed to enable creation of a systematic and error free database regarding licenses issued for possession of all types of arms and ammunition in the district. The objectives of the system are:

    1. To provide the arms license holder an error free laminated card which is indestructible and convenient to carry.
    2. To reduce delivery time.
    3. To eliminate forgery, as applicant will have to be personally present for his digital photograph and signatures. This also eliminates the involvement of middlemen.
    4. The database created facilitates queries by License Number, Name, Date of Birth etc.
    5. To provide exhaustive and accurate information to the police and Insurance companies within the shortest time possible.
    6. Easy and systematic maintenance of records.
    7. Generation of reports on the basis of weapon type/validity area/purpose of license.

In future the data will be uploaded on the internet to provide web-based citizen service so that one can see the status of their application on line.

Vehicle Registration:

Developed by NIC HQ, New Delhi this software is initially being implemented on a pilot basis in Dharamshala Sub-Division. All vehicle registrations previously being done manually in the office of the Motor Vehicle Licensing and Registration Authority (SDM) are  now being  generated through this system. The system will do away with the RC book and instead provide a convenient, easy to carry smart Registration Certificate in the form of small card.

The objectives of this system are:

    • Better citizen services
    • Better monitoring of government revenue
    • Faster implementation of revisions in government policies from time to time.
    • Instant access to information if needed by any other government department

Information Transparency:

    • A vehicle owner can get his tax report any time, on a formal request.
    • At owner’s request, for a theft case, the record of the vehicle can be locked.
    • An owner can verify the results of the fitness test, in case his vehicle fails the test.
    • A person intending to buy a second hand vehicle can verify its encumbrances.

Ensure Government Revenue

    • Avoid subjectivity in assessment of Tax & Fees
    • No activity without depositing the required fee
    • Generation of Tax Arrears
    • Record of Bank Drafts received from other States

Better Management Control

    • Revenue targets achieved in a year.
    • Figures related to different types of vehicles registered in a year.
    • Performance reports of fitness, challaning officers.
    • List of unfit vehicles.
    • List of vehicles with expired permits.
    • List of tax defaulters.

Information Access to other Agencies:

    • Giving data about traffic violators to the traffic police.
    • Giving tax related data to the Tax department
    • Tracking vehicles involved in criminal activities

Video Conferencing

Video Conferencing (Click to enlarge)In an attempt to improve efficiency and responsiveness in administration, a Video Conferencing facility has been established on a pilot basis at Dharamshala by the National Informatics Centre (NIC). Similar facility has been established at Mandi and the H.P. Secretariat, Shimla. The Chief Minister/ Ministers / Secretaries can now interact online with District Level Officers of Kangra from Shimla. The setup will help the government in monitoring various schemes and projects being implemented by the state govt. on a regular basis by interacting with the district administration, thus leading to good governance, accountability and transparency in the government.

The conferencing system has multipoint conferencing facility through which nine sites can confer with each other simultaneously.

Web Based Citizen Services in Future:

In future the Citizen will be able to see the status of application through Internet. Following activities are proposed:

    • Driving License Application Status
    • Arms License Application Status
    • Vehicle Registration RC Status
    • Vehicle Complete Details i.e. Owner, Chassis No. etc.
    • List of Developmental Works sanctioned in Particular Panchayat.

Agency from where Software Procured:

The Software’s in use in the E-Governance centre have been procured from National Informatics Centre (NIC)  and are being run under the supervision of District Informatics Officer NIC Dharamshala.
